I think you're referring back to this one here: http://www.mail-archive.com/monotone-devel@nongnu.org/msg11805.html I quickly skimmed over the discussion and it seems that his major complaint was that we have no means to select a database in our URI scheme until now, something which Tim wants to address by allowing mtn://monotone.ca/database-like uris.
