The biggest thing slowing down the release of a complete UI framework is resources. If you want to get involved then by all means, jump in! If you want to work on ART, fork, pull, contribute, push, pull request. MooTools and its related projects don't happen by magic. If you want something to happen, the best thing you can do is contribute your time.
