By definition I wouldn't expect 2.0 to be 100% compatible with 1.3 even with a compatibility layer. It's a major revision, and there could be breaking changes.
I wouldn't wait for 2.0, though. You should code for 1.2 if your deadline is soon, or 1.3 is you're willing to follow development -- but don't be surprised if there's bugs.
