Try downloading from Google Ajax APIs:

http://code.google.com/apis/ajaxlibs/documentation/index.html#mootools

If it works, then it *may* be something wrong with the MooTools
server. Otherwise, I'd assume your network is misinterpreting the file
as binary, or something related that confuses it with a harmful file.
