Haha, good one Aaron, I should add that to my invites too. Aaron's list is a pretty good summary what you can do to get involved. We want users to start getting active themselves. This is the only way open source can work. If someone starts to contribute to MooTools, it won't take long until we recognize this person. Once we see that you really mean to devote your time to the project, we will get in touch with you.
Note that anyone can ask on github why a specific change was made. I don't think I ever did not respond to someone (well, there is one person, but that is another story). Also, I thoroughly explained here the fireEvent - triggerEvent - fireEvent issue and I linked you to then necessary resources (lighthouse etc.). We are not doing any secret work at all. As said, just get in touch with me on IRC or GTalk - I'm happy to talk to you and get to know anyone who is interested in the project :) The language barrier is something that doesn't really exist. The dev team is spread out over the whole world - there is likely a MooTools dev who speaks your language. I am Austrian. And despite my heavy accent everyone is able to understand me when we meet IRL. Sometimes it is hard to get a point across, sometimes I am unwillingly insulting Aaron because I use the wrong words - but in the end, language is the least of our problems.
