Hi Andrew, The release process itself is somewhat arduous. We need to test in every browser, something that's rather time consuming. We've had release candidates for 1.3.1 (and for More) for maybe two weeks now, but all the developers have been super busy with school, work, family, whatever. There is one or two known issues holding up the release (an IE bug in core) that we're working on and then we can ship it. If you want to chip in, take a look at these bugs:
