[MOPO] Anyone else recieve this Paypal notice?

I just received a note stating that there is a class action lawsuit against Paypal?  I always assume that messages of this type are questionable.  Here is an excerpt:   IF YOU OPENED A PAYPAL ACCOUNT BETWEEN OCTOBER 1999 AND JANUARY 2004, YOU MAY BE ENTITLED TO A PAYMENT FROM A CLASS ACTION SETTLEMENT.
