It's one of the major reasons why full-time sellers who have been on eBay for some time make it a rule that they will only leave feedback when buyer leaves feedback on receipt of the item... we have all been burned by this at some point...
Even when a seller has gone through the eBay process on a deadbeat bidder, it doesn't stop a deadbeat non-payer leave negative feedback on the seller just as the time runs out for the seller to make a suitable response...
The Seller gets the final value fee credited, but not the original listing fee... so the deadbeat gets away with it.
It's one of the major reasons why many sellers won't leave a negative on a deadbeat... because pro sellers have to use their long time selling profile as part of their appeal to buyers and negatives can hurt that profile...
.... and the deadbeat just goes off and registers a new ID for their next round of auction tampering and malicious activity.
Does eBay care?
