It's considered common courtesy to state clearly in an auction description
if you do NOT accept PayPal. I think sellers should also state that they DO
accept it, just so everything is clear from the start, but these days it is
assumed that you accept PayPal unless you specifically say you don't.
But, of course, there's no way you can force a seller to
accept PayPal if they don't want to, even if they didn't say
so out front.
Bottom line is, if you want the item you have to go along with the payment
options the seller will accept. However, if you have decided you don't want
the item or don't want to mess with this seller, by refusing your PayPal payment
they have given you a "legal" way to opt-out of the transaction. You tried
to pay them, they refused the payment -- so you are no longer under any
obligation to pay for the item.
Please note: This won't stop the seller from filing a non-paying bidder
complaint against you with eBay if they want to. If they do, you'll have to
deal with sending eBay the proof that you did try to pay and the seller
refused the payment -- that could get messy. Lots more hassle.
So, unless you feel the method the seller is insisting on is unsafe and
unsecured and could lead to you getting ripped off (unlikely with this high
level of feedback), it's probably best to pay in whatever manner the seller want
and steer clear of that seller in the future if you only want to use PayPal.
Please send the seller's eBay ID name to the MOPO list, so that we don't
fall into the same situation -- I mean, since the seller isn't stating that they
won't take PayPal, it's likely that this happens with them all the time.
You'd think they would wise up and put a clear "No PayPal" notice in their
auction descriptions -- but they probably doesn't want to discourage
bidding, which such a notice would do. So they put everyone through a big
hassle. Please tell us the eBay ID of this bozo.
PS. Please note that I do not consider this seller a "bozo" because they
don't accept PayPal (which is their right) -- but because they don't clearly
state their position in their auction description. That ain't right.
