JR,

A couple of things regarding your post.

Ever tried to get a "negative removed"?

I think there maybe something funny, too. But until the time has elapsed that would allow for the package/s to arrive SURFACE MAIL (can be four to six weeks from UK to US) then there is also the possibility the PO stuffed up and put it in the surface sack, or seller stuffed up and forgot to put an air mail sticker on it. No exaggeration, I have lost count of the number of letters and parcels from US where people simply don't put an air mail sticker on them - they paid air mail but either the PO clerk or the sender didn't put the friggin' sticker on it. You know how you and I rant about AOL? It's at about that level as a THIS HAPPENS ALL THE TIME AND NO ONE BELIEVES IT!

Maybe I missed an earlier post but I don't know how Walter paid for this. And what is the exact time frame from date seller said he shipped parcel to when Walter started to question its non arrival?

I have no doubt that either (a) the seller is pulling a swifty (b) there is mail theft going on - hang on, I KNOW that happens far more now (c) the parcel/s were sent by surface either by accident or design (d) as this poster (which I am familiar with) was shipped in a big tube it is going through one of the many spot checks.

Australia Post has specifically told us that tubes, specifically large tubes, are more suspect of containing "bad things" by the US postal service and can often experience delays - and sometimes long delays. We know this to be true. We can ship 20 parcels to US all at same time, all the flat packages will always get to their addressees before the heavy duty PVC tubes we use for rolled posters. The difference in delivery times can be a couple of days to a couple of weeks. Where they are during those periods is anybodys guess.

I'm not trying undermine the level of concern and suspicion that Walter may have over this deal, I'm just pointing out that if the seller isn't pulling a swifty, then there are other reasons that delivery may not have happened... yet.

Walter,
It's a shame you've got burned like this. In the first place, the seller who sends the package must make the insurance claim -- he is the one who has the paperwork and paid for the insurance premium and if the insurance pays the claim, they will pay it to the person who sent the package. So, this seller either doesn't understand how the insurance system works or knows that you will get nowhere trying to file a claim and doesn't care, because it will get you out of his hair. I don't think you have any choice but drop a big fat negative feedback on him and tell that you will remove it if he refunds your money. If he's so proud of his perfect record he may do it. If not, you're probably out of luck. I think everyone would agree that the chances of two packages to you in a row being lost in the mail are astronomical -- unless the seller has got your address wrong, like a digit misplaced or something, and has sent them both to the wrong address. That can happen, but it's the seller's fault if it does, and the seller has to make good. Sadly, we are hearing reports of this kind of situation more often these days and this is why -- despite their fees -- I urge people to pay with PayPal and if the package doesn't arrive within 27 days, file a buyer complaint with PayPal because they will do what they can to pressure the seller to refund your payment. Most sellers aren't willing to risk losing their PayPal account and will cough up a refund if you do this. But, if you don't use PayPal or you wait longer than 30 days to file the complaint, you may be out of luck... particularly if you let the seller stall you for 30 days or longer. Of course, if you pay with a credit card you can dispute the charge with credit card company and that will often get you the money back as well, but I believe there's a time-limit on disputing the charge as well. But If you sent a check or a money order, you're completely at the seller's mercy, which is why I've been urging people never use those forms of payment for ebay auctions any more. Oh yeah, I would also file a complaint on the seller to eBay, for whatever good it will do. -- JR

I sent this email to this seller:
The second shipment never arrived and I do not have the endless
time to waste to fill out forms and wait a year or longer,
especially since the Royal Post Office insured it, not the US Post
    Office.
I cannot remember a worse experience of buying on ebay.
Am I supposed to believe that you sent me two packages in a row
and that both of them were lost in the mails?
    Walter Reuben
He responded as follows:

Yes you are supposed to believe that. I have sent two posters and
don't like being accused of not being true to my word. I have
never been called a liar before and take serious offence to that.

I have sent many posters to the USA and had no problems before I
have 100% positive feedback, because I go out of my way to send
replacements. But I won't continue to send replacements to you as
I have done nothing wrong, I have obtained proof of postage and
insured the poster second time round and made sure I have kept the
receipt safe, as I have so many this isn't always easy.

I also find it quite curious that every time I list another Chet
Baker poster you email me saying you haven't received yours.
Perhaps you have received the poster and are trying to get more
posters out of me for free.

Now see how you like an accusation.

If the seller provided me with all the details of proof of postage
I wouldn't doubt him, especially if he has 100% positive feedback.
If he had questionable feedback I may be inclined to doubt him,
but this is not the case here.

I will be happy to forward you the details, if you would like a
faxed copy of the receipt I will be happy to fax you a copy.

But this is as far as our dealings will go, given your responses
I'm afraid I will not be able to deal with you in the future.

Call United Kingdom 08457 740 740 and quote the refernce number I
gave you to make a claim.
