It is two one-sheets put together.  The paper is similar if not the same as the corresponding one sheet.  In this instance it is a vertical two-sheet.  The length of the one sheet is the horizontal dimension, so that is 47 inches.  The two sheets combined are 27 + 27 = 54. I have not heard a 40x60 called a two-sheet.   Someone might call it that but I don't think that's right.
