I'm Canadian, based in Ontario. I don't ship a lot of tubes and the last tube I 
did mail was under the 24-inch limit you mention, so it went Small Packet Air 
Mail. Could be there's been a change in the regulations. As you probably know, 
postal rates went up Monday, so that might have been changed as well, which 
means those other sellers you mention may have to raise their shipping prices, 
too.

I did have a few problems with the local post office in the small town near 
where I live. For the longest time they were telling me I could only ship tubes 
Purolator, which of course costs a fortune. Anyway, I found out on my own this 
was because they were measuring the tubes incorrectly to determine the shipping 
rate. They would measure it as though it were a box: length + width + height. 
They should have been measuring just the length and the diameter of the tube. 
It only changed after I went to the website and found the correct information. 
So I guess the lesson is sometimes the people who work in the post office don't 
even know the proper procedure themselves.

length of such a package to under 24 inches.

  The option is to use Expedited delivery, which can more than double the 
price. However, I see other Canadian sellers who are advertising shipping rates 
of anywhere from 6-8 bucks to mail a full length mailing tube. Can anybody tell 
me how they're doing this? Even my local Post Office says it's just not 
possible.  

  And, while I'm here, I may as well throw in a little plug for my METROPOLIS
