No, these changes will apply only to Customs duty.
VAT and Excise duties will remain unaffected.
Other charges e.g. handling fees made by Royal Mail, Parcelforce Worldwide
and charges made by other carriers will also remain unaffected.
For example, you will no longer be required to pay Customs duty from 1
December 2008 for goods up to a value of €150 (£105)* when ordered from
outside
the EU.
However you will still have to pay import VAT on goods that are over the
current €22 (£18)* threshold as well as any Excise duty that may be applicable.

It is a UK government website, but I believe it is an EU-wide regulation.
Perhaps there is something about this on the equivalent Dutch website?

Euros.
Since I now don't need to pay anything extra for orders under 22 Euros the
same will probably apply to the 150 Euros.
This is in a document talking about how many people are dodging or slipping
by these taxes and that customs does not have enough time to check everything.
Because the tax-free value goes up customs has a lot less packages to check
and more time for other important stuff.
Please correct me if I'm wrong.
