It's THE FILE ON THELMA JORDAN. The film was released as just THELMA JORDAN in some countries, the working title was THELMA JORDAN and it may well be that the posters went out ahead of the title change in US. Certainly in some countries, there was still a degree of austerity post WW2 for paper use/allocation in 1950.
