For one, this was only four years after the end of World War II, so
'designing' movie poster maybe didn't have top priority at the time.
Also, in 1949 was not the classic it is today, it was just 'another'
movie. It took another three years for CASABLANCA to be shown in
Germany (1952) and
the German poster only has a large portrait of Ingrid Bergman,
Humphrey Bogart is NOT on the poster!
In 1952, Ingrid Bergman was already a big star with German audiences,
while Bogart was still a rather unknown B-movie actor.
While I'm at it, let me take the chance to point out a bunch of
posters I listed on eBay yesterday, both in the store and for auction.
No CASABLANCA, but several other french Film Noirs posters are included:

this is a first release poster? wow..i'm very unimpressed with the
lack of any artistic creativity or color. i would have thought
something this plain and blase' to be a re-re release poster. hehe.
