If the Republican-led Congress in 2006 (I believe that's the year) had not mandated the USPS fund the retirement account for 75 years in advance, the USPS would only now start to be having certain financial troubles that it has been having at this point for 4 years, and I dare say that rates would not be at what is now a death-dealing increase to many small businesses, the people that the Republicans are always citing when trying to get through legislation.
