Decent chance the design was by Albert Kallis, who was art director at AIP at that time. Believe he had overall responsibility for print output, though that said, don't believe he was necessarily the only art director.
Some he'd illustrate himself, or assign to artists like Brown, (who certainly appears to have been used a lot) or another one used was Joe Smith. My eyes not attuned enough to tell from the style, but doesn't look like a Kallis illustration to me, though that said he could probably vary his style where necessary.
