If you have an old damage picture and just need someone to clean it up so that you can print a decent copy, I would suggest reddit.
I have seen amazing things done on in: http://www.reddit.com/r/estoration As far as I can tell, you just upload a scanned version to imgur.com and ask politely. I suspect that there are people who can do a better job and charge you a considerable fee as well.
