regarding insurance: DHL Express Germany covers collectibles, but most other carriers including UPS and Fedex Germany don‘t. DHL Parcel Post offer a coverage of €500. By their Terms of Service, you are not allowed to ship any collectibles with them that are worth more than that. So if you put in a claim for €501, they will not pay at all.
They will all happily charge you the insurance fees, though. UPS Terms of Service clearly states that they do not even have to inform you about this when they take your insurance money.
Regulations may vary in different countries, so better inform yourself.
As to legal consequences for false declarations: The recipient may be fined for misrepresenting the value. Upon request, that is.
As to the sender: What exactly do think could possible happen? Are you afraid your own government would start an investigation? Or that the foreign government will try to fine you? Or that the foreign government will press your government to put charges on you?
As a buyer, if your import customs office requests a proof of value, do not fool with them, as that might get you into serious trouble. When it comes to a higher amount, you might even be prosecuted for tax evasion.

I am UK based, so not perhaps best placed to answer your question, but we often get the same request when WE send internationally, particularly when since Brexit.
There are two issues for me…
1. We are signing a legal declaration of value that is incorrect. I Am not sure of the chance of any come back, bit it feels worrying at best, wrong at worst.
2. If the package gets lost or damaged, then it is most likely only insured for the declared value. Is the customer willing to accept that? Will they guarantee not to raise a charge back if there is a problem?
In short, the question isn’t just for packages coming in to the UK, but for any cross border package and the problems appear to be moral, legal and potentially financial.

Hi to you all
A customer from the UK just placed a large order and sent the following message …
“please mark value as $30 and mark as a Gift so I do get charged import tax”
We try and make it clear on the site that we cannot under declare anything due to the strict customs regulations in the UK but it still seems to be a problem as people in the UK are not aware of the changes.
Just curious as to how other dealers are coping with the customs regulations.
