Your comment about the regulation not applying to used goods is interesting. My 
understanding was that it did apply to anything sent to the UK but it would be 
great if used posters were exempt. I know that eBay adds the VAT/Sales/Tax 
Customs charges to everything.

I don‘t know about the regulations in Australia, but within the EU, sellers are 
not obligated to collect the eligible VAT in the recipient‘s country.

Fortunately, this regulation DOES NOT apply to the sale of used goods. You may 
want to check your own regulations for a similar rule.

What is even more annoying: The free import limit to the EU used to be €22, and 
no charges were collected if the total amount due was under €5 for private 
imports, or €10 for businesses.

The EU in their seemingly endless greed has now ruled that import duties are 
due from the first Euro. In practice: If I buy a poster for €1 in the UK and 
pay €10 shipping, I get charged €2.09 Import-VAT PLUS €6 to DHL Germany for 
filing the paperwork and collecting my money. In the end, my €1 item costs me 
€19.09. In consequence, I have entirely stopped to buy small items abroad.

It has become a much bigger issue since the new Customs regulations kicked in 
throughout Europe and the UK. We always declare the correct value and you are 
quite right about the insurance coverage being negated if the package is under 
declared.

The problem for us is that the regulations require orders to be over 136 
pounds. That way the buyer is required to pay the VAT/Duty. If the order is 
under 136 pounds, then we have to collect the VAT and submit it to the UK 
government.

I am just curious as to how other sellers deal with this issue when selling to 
the UK.

I am UK based, so not perhaps best placed to answer your question, but we often 
get the same request when WE send internationally, particularly when since 
Brexit.

There are two issues for me…

1. We are signing a legal declaration of value that is incorrect. I Am not sure 
of the chance of any come back, bit it feels worrying at best, wrong at worst.

2. If the package gets lost or damaged, then it is most likely only insured for 
the declared value. Is the customer willing to accept that? Will they guarantee 
not to raise a charge back if there is a problem?

In short, the question isn’t just for packages coming in to the UK, but for any 
cross border package and the problems appear to be moral, legal and potentially 
financial.

We try and make it clear on the site that we cannot under declare anything due 
to the strict customs regulations in the UK but it still seems to be a problem 
as people in the UK are not aware of the changes.

Just curious as to how other dealers are coping with the customs regulations.
