Actually, you have it backwards Static Quality is the measure of
'betterness'. Static Quality sets constraints on freedom. It limits degrees
of freedom. It reduces the range of variation. Without SQ freedom would be
unconstrained, infinitely variable. There would be no ability to predict
future events, no coherence at all in the world.

'Betterness' is apprehended only in static patterns, in relationships that
can be evaluated as good or bad. DQ and 'freedom' are sources of variation
and uncertainty. Sometimes the surprises they bring are good; more often
they are not, as in the case of mutations in biological evolution.
