I think the first question to ask is: Will there ever be a time when there is no place for police in this world ? You can imagine such senarios: robots lobotomize everyone at birth; everyone is drugged at all times; everyone is held in solitary confinement, etc. The trouble with all these senarios is that in order to eliminate inter-personal conflict, you have to eliminate personal freedom &/or desires. The cure is worse than the disease.
