I doubt if anyone has heard that saying since you just made it up.
There is a saying "POSSESSION is nine tenths of the law." It means that in a
property ownership dispute,
the person in possession has a 90% edge.
The view that 90% of the laws protect stuff, not people is, well, ignorant
& paranoid.
As a wise woman once said, property doesn't have rights, people do.
