"right to be heard"? I am unfamiliar with such a right; and, I have to say, I would be opposed to it. Such a right would mean that someone would have to be a slave to listening. So, rather, I would reframe it as: how do you balance the interests of those who want to scream and shout the loudest versus the interests of those who want to *listen* to the people who are quieter?
