The only answer I have to your question is that the "observation" can be assumed to have taken place because the results of these Quality Events produced results which contributed to the further evolutionary pathway of the inorganic universe. Without this "observation" we would not have the universe as we know it today. I think probably the best answer is your sensing idea. If two value patterns engaged in a Quality Event and produced a result that was compatible with the output of a nearby Quality Event that would satisfy my definition of "Observation". at the non-sentient level.
