On paper, Jimmy Carter was one of the most qualified presidents:  graduate of a 
military academy, nuclear engineer, farmer, businessman, governor.  As it 
turned out, he was a disaster as President.  He had poor judgment in choosing 
advisors (e.g., Bert Lance, Andrew Young) & was incapable of foreseeing the 
adverse consequences of his decisions.  The only reason he has any reputation 
remaining is that Reagan corrected his many mistakes.
