http://folk.uio.no/ohammer/past PAST can read your TPS file, and has functions for rotating and mirroring landmark configurations. There are also general spreadsheet calculation functions that you can use for averaging symmetrical landmarks. (PAST also has thin-plate splines, partial and relative warps, multivariate statistical analyses and other things that you might find useful).
