In some cases I've seen the "I hate reading syndrome", and I advise teachers to work hard to change those attitudes. I have one particular 7th grade teacher who recognized the problem from day one and has been working to build positive attitudes and stamina with her negative class. I agree that in many cases we are creating kids who can read but don't choose to. At our middle school we've added extra time for SSR during the week (80 minutes now). I am on a personal mission to give the kids what they can and want to read. That includes graphic novels, magazines and high interest nonfiction.
