AR stands for accelerated reading--it is a program by Renaissance Learning--computer tests on books that can be used to check a reader's comprehension of a book--mostly a surface level check though this can vary as the tests are done by many different authors--teachers can also write their own tests and put them in the program. Books are leveled so students can be guided to read books that are just right for their independent reading level. The program also gives the students points for books ranging from 0.5 for shorter books to 24+ points for really lengthy books. We have used AR for many, many years and have a lot of books in our library that are color coded for level and lets the student know they are AR books. It is one component of our reading program. In Canada we have "AYR" Active Young Readers... - we usually refer to it when discussing the "Time to Learn" documentation... which mandates how much time should be devoted to each subject (content area) per day/ per grade level.
