If these students are reading on a second-third grade level that is  
difficult.
Here are some of the materials we have that teachers like:
Image Magazines, available through great source. The only problem is  
they are grade level and do not have a specific reading level. They  
are themed magazines with a variety of genre. Some are appropriate  
for fifth grade.
National Geographic has an easier version that can be used.
Orbit books from Pacific Learning, especially the Double Takes.
For guided reading, we do not emphasize the high interest, as we feel  
that students can choose the high interest for independent reading.  
We emphasize that this text is for a short time and students need to  
practice with a variety of text.

We are too struggling with your time issue. No, 2 guided reading  
groups at this grade is not possible within that time. This is what  
we are trying: one guided reading group, no longer than 20 minutes.  
For those average and above average readers, teachers can use the  
independent reading to assess and confer. But we encourage trying to  
see the struggling readers as often as possible. When the class is co  
taught, it is not so much of an issue. But even in classes that are  
not co taught, each teacher has struggling readers. Time is a  
constant issue for us.
If the grade level is not departmentalized, I recommend trying to see  
one guided reading group when the remainder of the class can read  
social studies material.
