I sympathize with the reading first school/Dibels. Our pyschologist  has been 
pushing Dibels for the last year. As a reading specialist, I can see  some 
value to them, but our population seems to need more comprehension  strategies 
than fluency work. Case in point- I service two kids who score low  risk on 
Dibels, read mostly fluently, yet one is a fifth grader who cannot score  
better 
than 3rd grade on the QRI, and another is a 4th grader who was recently  
classified language impaired. Some students fluency on the Dibels is inflated  
because it is very short...the retetelling is just that-the words from the  
story. 
Real reading and discussion takes more.
