Well, that's one of the things with basal programs.  They are written on an 
"instructional" level, meaning that they should be used with guided reading 
groups with specific objectives in mind.  Are you allowed to do any informal 
reading assessment to determine an instructional level?  And, can you use a 
book that is intended for a lower grade?   Independent reading should be from 
much easier books.  Does your school have a library or media center?   It is 
frustrating sometimes, especially if teachers in preceding grades have 
continued to promote students who are far below grade level placement.  That 
can get into a whole new discussion/controversy/debate -- whether retention is 
good for students.  I'm of the old-school.  You will never convince me that 
holding a child back in the early years is bad for them if it is done with the 
right reasons in mind and caring for the individual.  Children KNOW when they 
are not up to par with their classmates.  I believe it is a "gift of time" for 
those who are not developmentally ready to go on.  Enough of my soapbox!  Keep 
trying to reach those less able readers with easier material.

My district adopted Houghton Mifflin this school year.  The basal  stories
are good, the problem I have with the series is that our district has  decided
that we aren't supposed to use anything other than the publishers  components. 

I teach third grade and there are leveled readers, however, even the lowest 
level ones are too difficult for many of my students to read  independently.
