Do you have to use the third grade level anthology, or
can you use the ones that reflect the students'
reading levels?  This would still show your "fidelity"
to the series, but allow students to at least be
reading at an appropriate level, with skills they are
more likely to need.  If the district argues with
this, I would wonder how much they care about the
education of the gifted students, and why they even
bother to cluster them. (I question that anyway due to
your question.) I do this with math texts all the time
for my gifteds.
