Also, does he have strategies beyond decoding? Sounds to me, from your brief description, that he is not attending to meaning or thinking about syntax. If reading is a 3-legged stool (visual, meaning, syntax), sounds like this kiddo is attempting to balance awkwardly on a single leg. Now the question is, can you save him from the crash?
