Our district also has a high population of ELL students, and our Special Education teachers use Wilson. I think it's very phonics-based, and I have concerns with teaching specific sounds (like short vowels) to students who may not be pronouncing the words taught "correctly." I would encourage you to look for a program that uses chunks, rather than isolated letter sounds.
