The problem may actually be auditory rather than visual. Can he break words  
down into individual sounds? Can he take off the beginning or ending sounds of 
a  word and tell you what is left? Can he sound words out? 
If he has trouble in these areas, the problem may be phonemic  awareness. If 
he can do these things, he can successfully blend sounds but  has to sound out 
the word every time, he may have visual memory issues. We  need to know more 
to help you out with this!
