I am thinking of two things. 1) If/when he tries to sound out parts of a 
word does he blend them in a different order or the same order as he sounded 
them out?(Are the sounds transposed or left out of the word when trying to 
blend back together? For example, when taking apart the  word stop, does he 
blend it back together by saying spot or tops?)  2) What are his interests? 
Does he like sports? Is he coordinated enough to play well? If he is then it 
is not a visual tracking problem. If he had a visual tracking problem he 
could not play soccer or baseball because he couldn't keep up visually with 
the ball movement.
I would find a good Orton Gillingham tutor and have them evaluate him and go 
from there. Good luck and let me know what you find out.
