My question is:  What does struggling look like?  As I teach reading, I
often wonder is it really struggling?  Or is it struggling to figure out
what the teacher is asking for?

I'm also trying to figure out how to assess true reading problems from
motivation problems.

Any thoughts on that?

Mindy,
If I was teaching text connections and my students were making basic connections that do not help them to understand the text than I would consider them struggling with that strategy. I agree that many students struggle to figure out what the teacher is asking. I would use a reading conference to help that student understand what I was looking for. If I see many students using basic connections than I would discuss this with the whole group. I understand your concern with motivation problems. My 5th graders are more motivated when they know something counts as a grade. When I'm looking to see if they understand a strategy then I tell them I will be grading the next letter. They usually put forth more effort and I get a better handle on their understanding.
