I have used Pioneer Valley, a publisher that offers excellent guided reading books with characters students love. They even offer some beginning chapter books at lower levels (12-18ish). The Bella and Rosie (dogs) series are my students' favorites, even my struggling 3-4 graders who need easier text.
We also often order from Rigby, in fact I'm preparing an order right now! They also offer high-interest books for guided reading.
