Personally, I think Ray/Laminack's Writing Workshop: Working Through the 
Hardparts is the best place to start.  Really addresses all the 
issues...management, curriculum planning.  As much as I love Fletcher, I think 
his writing workshop book just doesn't delve deeply enough to help teachers 
really dig into writer's workshop and Wondrous Words (my own all time favorite) 
may overwhelm those with no experience at all with this sort of instruction.
