Richard Gentry, Breaking the Literary Code 
I haven't read this specific book, but his work with young readers is very 
helpful. I'd add that to reading Debbie Miller's text. 
Regie Routman, Reading Essentials, is also great for those who are providing 
balanced literacy and do not need to follow a basal program. She has really 
good suggestions for breaking down the literacy block into sections.
