I like the flexible sequence idea.

Personally, I feel that the best order to teach strategies is what goes
with your full curriculum.  In other words, if you're studying explorers in
social studies and working on a project, I would want to work on text
structure, text features, and graphic aids.  When working on a narrative
selection, we study cause and effect, then take that into science or
another subject.  When working on fiction book reports, study narrative
elements.  I think whenever it can be applied to another subject, the
students will benefit more from the strategy instruction.  Sometimes it
just works out nicely, and other times strategies might need to be moved to
fit a particular subject to make it more meaningful.  I am all about trying
to create "authentic" experiences for my students, and often working on
specific strategies can help with that.
