After a long hiatus, we've decided to release a new version the the Moses
toolkit
Changes since the last time:
1. Faster mert algorithm by Nicola Bertoldi
2. can use --hmm-align in Giza++, by Chris Dyer
3. More xml input options by James Smith
4. Lots of bug fixes
i. XML mark-up
ii. distinct n-best
iii. properly handle empty lines inputs
iv. bugs in lattice decoding
v. Xcode compile, VS compile
