from my experience, Cygwin works the same on whatever windows host its running on, so I don't think there'll be a problem.

However, cygwin is only available as a 32-bit environment, so you won't be able to access more than 3-4GB RAM. If the reason that you're moving to Windows 7 is to access more memory with a 64-bit OS, you're gonna be out of luck. you can compile the moses decoder natively with visual studio, but I would suggest using linux.
