ngram-count is part of SRILM, which means that if ngram-count is nowhere to be found, then SRILM did not successfully compile. My only suggestion would be to use "make MACHINE_TYPE=i686-gcc4 World" instead of "make World" when you attempt to build SRILM. Failing that, the SRILM support mailing list would be the place to go.
