it may be you have a slow disk, or the filesystem isn't reporting 
up-to-date timestamp. I think this can happen on cygwin/windows.

The scorer only write to the disk for every change in the source phrase. 
For often-seen source phrases with lots of translations, it;s not 
unusual for it not to write anything to disk for a few hours, eg.
. ||| .
. ||| .
. ||| .
. ||| !
. ||| !
. ||| ?
