Make sure you're using the newest Github version of Moses. The "contrib" folder is a top-level folder inside the Github repository.
The folder is not present if you're using DoMY, because it uses SVN revision 4153 from Aug 2011 before the reorganization of folders and move to Github. It has many of the extras, but Perl CGI web and Perl xml-rpc client, but not the Java xml-rpc client that was added later.
