Did you try adding the language (en) as a command-line parameter?
/wrap-xml.perl /home/cyrine/Bureau/testetvalidation/test-en.En.sgm en
</home/cyrine/Bureau/testetvalidation/testocHtok>/home/cyrine/Bureau/testetvalidation/testocHtok.sgm
