I'm using waterproof case of an old light together with USB camera and
MK808 mini pc. It has survived one year outside with lowest
temperature -15C. Then I moved it to garage where lowest temp was
about 0C, and it is still functional and works great after almost 5
years of operation. Photo of the case:

Try to enable ffmpeg_output_debug_movies to see where and what
triggers the motion, it will give you an idea. You can either tune
minimal motion frames or lightswitch percentage. But if the event is
of random time and size - there will be no way for motion to detect
false positives. You will need some object detecting system then, like
OpenCV
