Not a USB outdoor camera no, but nowadays with the improvements in the raspberry pi power and wifi, I have a standard bundle now that I put together for an outdoor camera. Obviously the camera is not weatherproof but it's not expensive either, and I work on the principle that if I can provide basic shelter I'll get two or three years use out of it. Shelter can be plant pots, old slates, eaves, or whatever happens to be at hand and suitable and usually free. The Logitech C270 is a good cheap buy and in the last few days I've been looking at some of the notes online about recording audio and it's working pretty well for that too.
