Not a USB outdoor camera no, but nowadays with the improvements in the
raspberry pi power and wifi, I have a standard bundle now that I put
together for an outdoor camera. Obviously the camera is not weatherproof
but it's not expensive either, and I work on the principle that if I can
provide basic shelter I'll get two or three years use out of it. Shelter
can be plant pots, old slates, eaves, or whatever happens to be at hand
and suitable and usually free.

My standard build now for a motion setup, indoor and out, is (pasted
from my Amazon order history):

SanDisk Ultra 32GB microSDHC Memory Card + SD Adapter with A1 App
Performance up to 98MB/s, Class 10, U1
USB3.0 Extension Cable 3M,NeeKeons USB 3.0 A Male to Female Lead 5Gbps
Data Transfer Cables (3M)
Raspberry Pi 3 Power adapter UK/EU 5V 2.5A
Logitech C270 Webcam HD Video and Audio Technology - Black
Raspberry Pi 3 Model B Quad Core CPU 1.2 GHz 1 GB RAM Motherboard

I have dabbled with 5m special extension usb cables over the years (when
they were around ?20 a shot!) but have found that you can reliably use a
cheap 3m one now with a webcam and this makes a big difference in
flexibility of siting the camera.

The Logitech C270 is a good cheap buy and in the last few days I've been
looking at some of the notes online about recording audio and it's
working pretty well for that too.
